Citizen Security and Coexistence Social Public Policies for the Victims of the Armed Conflict in Colombia

This article examines and demonstrates that territorial entities lack adequate and necessary social policies to counteract the phenomenon of begging, misery and insecurity, as well as their impact within the social margin, affecting healthy urban coexistence. This issue arises from the need to propose and argue for viable solutions in order to cover the basic aspects so that the State can offer ways to this population for a dignified life, with guarantees of security and citizen coexistence, as well as the recognition of their existence and rights. Thus, this article studies the constitutional precept that is violated by the lack of political interest, which in turn, greatly affects the population in the city. Therefore, the article seeks to demonstrate that an adequate management of social policies would allow begging, violence and insecurity to be reduced, especially in the case of victims of the armed conflict, who are immersed in these problems due to their precariousness and lack of opportunities. Insecurity, a systemic structural issue that affects the most vulnerable population in the Colombian State will also be addressed. For some, insecurity is a social phenomenon that not only affects public order, but also impacts social habits, since the issue of begging and misery is somewhat looked upon with indifference
