The present article, which comes up from a case of study. Is aimed at describing and analyzing the participation political matters of a woman called Eva Serrano, well-known as the “Cicciolina”, who was characterized for being a political phenomenon in Cartagena since that political even that left a mark in 1988, known as the first popular election of majors.
